Amazon, data centers and the race for Oregon governor

Kelly Doherty had been in elected office for less than a month when Amazon reached out.

In a July 2023 email, an Amazon representative congratulated Doherty on winning a seat on the commission that oversees the Port of Morrow in Eastern Oregon and offered to introduce her to Sheena Sharma and Courtney Lee.

Sharma and Lee weren’t just any Amazon employees. Three years after Doherty received the email, Amazon selected the pair of executives to make the case for data centers to legislators in Salem during a September public hearing.

Oregon Gov. Kotek orders halt to data center air, water permitting: ‘It is effectively a temporary moratorium’

Oregon Gov. Tina Kotek has ordered a halt to new air and water permitting for data centers until July, an action that could halt construction of new projects across the state.

The order will “provide space for policy and/or regulatory reforms that may be considered in the upcoming 2027 session of the Legislature with my support,” Kotek wrote in an Oct. 9 letter to Department of Environmental Quality Director Leah Feldon.

The governor’s order marks a milestone, putting a halt -- for now -- to the data center industry’s 20 years of uninterrupted growth across Oregon.

Kotek’s push against data centers unlikely to slow expansion in Eastern Oregon, local officials say

As the debate over data centers heats up in Salem, the industry is poised to grow 200 miles away in Eastern Oregon, where more than 50 facilities are already online with another in the works. Morrow and Umatilla counties were among the first places in Oregon to welcome data centers, as Amazon Web Services began building the facilities in the area 15 years ago. Amazon has since turned the region into one of the biggest hubs in the state.
